On Nov 6, the Montgomery County Board of Education sent an email to all staff and students detailing the plan and protocols for a potential return to an in-person instructional model. The model would operate under the Health Metric Matrix, which establishes that students can only return if there is a 14-day average positivity rate below 5 percent in Montgomery County.
